Ken Gray

Ken Gray II is a dedicated and accomplished leader deeply committed to the healthcare and social services sectors, with a particular focus on enriching the lives of individuals with developmental disabilities. As Owner/President of James-Leach Inc., operating as Gray Legacy Services since April 2024, he manages the daily operations, financial direction, and strategic vision for the La Grange and Smiley, TX regions. Ken leads two Program Directors in overseeing an ICF Medicaid contract and advocates for Gray Legacy Services and PPAT before the HHSC and the Texas Legislature. His leadership extends to supervising the executive team and directing all financial, operational, and strategic functions. Inspired by his late mother, Mary Gray, a talented artist, and his profound care for the individuals he serves, Ken founded the Mary Gray Foundation to foster artistic opportunities and enhance the lives of people with developmental disabilities.

Denise Gray

Denise Gray is the Vice President of Gray Legacy Services, bringing over 20 years of experience serving the Intellectual and Developmental Disabilities (IDD) community. Denise holds three degrees from Texas Tech University: a Bachelor of Architecture, a Bachelor of Business Administration, and a Master of Business Administration. While she began her career in architecture, her passion led her to the IDD field, where she is dedicated to helping individuals live fulfilling lives within their communities. Denise is married to Ken Gray, and together they have a family of five talented children and two amazing grandchildren.

Mark Packwood

Prior to founding PRIA, Mark served as Senior Vice President of Brown & Brown Lone Star Insurance Services of Texas, a division of one of the largest publicly-traded U.S. insurance brokers, Brown & Brown, Inc., where he led the property and casualty insurance teams in Houston, San Antonio, and Austin. His career in risk management and insurance solutions began with Risk Control Services in Houston, Texas, advising temporary labor and staffing companies on strategies to reduce workers compensation costs and exposures.
Mark has been a licensed Property & Casualty Insurance Agent since 2007 and holds Certified Insurance Counselor (CIC) and Certified Insurance Service Representative (CISR) designations.
Mark is a graduate of Texas A&M University and holds a BS degree in Economics. He is based in Houston, Texas, and is an active member of the local community, serving as a Board member and supporter of numerous non-profit charitable organizations.

Jessica James

Jessica James is an organizational executive skilled in navigating the crossroads of business strategy and talent development. Jessica believes that every person is uniquely gifted and aims to encourage people at every stage. She has had a career that spans from Texas to California working as a corporate trainer, business owner and ICF/IID provider. Her experience includes military, healthcare, hospitality, oil & gas supply and nonprofit organizations. Most days you can find her buried in a book, trying a new recipe or racking up travel miles. Jessica is a master facilitator, holds a degree in Business Administration from Northern Arizona University and is currently on staff at Crosspoint Community Church.

Bill Brooks

Bill Brooks is a Native Texan that grew up in Humble, Texas and attended Trinity University in San Antonio for as long as they allowed him and then he graduated from University of Houston. Has had in incredible amount of success in the Hospitality Industry and owned and operated restaurants all over Texas. He now works with Insperity, a publicly traded HR company as a Certified Business Performance Advisor, working with Small Business and Non-Profit clients in the Greater DFW area. He is a Christian, a Husband and a Grandfather…with a Servants Heart and a desire to please and to exceed expectations. Bill is an avid outdoorsman, a former cattle guy and an incredible friend to all who call him friend.
